CENTRAL COUNIL OF INDIAN MEDICINE NOTIFICATION
New Delhi, the 21st February, 2007

In exercise of the powers conferred by clauses (i), (j) and (k) of Sub-Section (I) of Section 36 of the Indian Medicine Central Council Act, 1970 (48 of 1970) and in suppression of the Indian Medicine Central Council (Post – Graduate Education) Regulation, 1979 in so far as they relate to Unani medicine, expert as respects things done or omitted to be done before such super-session, the Central Council of Indian Medicine, with the previous sanction of the Central Government in order to regulate the Post-Graduate Education of Unani medicine hereby makes the following regulations, namely:

Short title and commencement
(1) These regulations may be called the Indian Medicine Central Council (Post-Graduate Unani Education) Regulations, 2007.
(2) They shall come into force on the date of their publication on the Official Gazette.

2. |
Definitions – In these regulations, unless the context otherwise requires:-
(a) ‘Act’ means the Indian Medicine Central Council Act, 1970;
(b) ‘Council’ means the Central Council of Indian Medicine;
(c) ‘recognized institution’ means an approved institution as defined
under clause (a) of sub-section (I) of section 2 of the Act.

Aims and Objects:-
The aims and objects of the Post-Graduate Degree and Diploma Courses in Unani Medicine shall be to provide orientation in specialities and super specialities in Unani Medicine and to produce experts and specialists, who can be competent and efficient teachers, physicians, surgeons, pharmaceutical experts and researchers in their respective
fields. |

6. | Nomenclature of Post-Graduate Degree:- |
(1) | MAHIR-E-TIB (DOCTOR OF MEDICINE)
The Subject of speciality shall be given in the degree e.g. “Speciallist in Tahaffuzi-wa-Samaji Tib (Preventive and Social Medicine)”. |
(2) |
MAHIR-E-JARAHAT (MASTER OF SURGERY)
The subject of speciality shall be given in the degree e.g. “Specialist in Jarahat (Surgery). |
7. | Nomenclature of Post-Graduate Diploma:- Diploma in ____________
The subject of speciallity shall be given in the blank space after the word ‘Diploma in’ “Diploma in Saidla (Pharmacy)”. |
8. | Duration of Post-Graduate Degree and Diploma Courses:- |
(1) | The duration of Post-Graduate Degree and Diploma Courses shall be three years and two years respectively. |
(2) |
The Students shall have to attend atleast eighty five percent of total lecturer in theory and practical to become eligible for appearing in annual examination. |
9. | Criteria of admission for Post-Graduate Courses:- |
(1) | A person holding Degree of Bachelor of Unani Medicine and Surgery (BUMS) or equivalent degree from a recognized institution included in the Second Schedule of Indian Medicine Central Council Act, 1970 and enrolled in the State Register of Indian System of Medicine shall be eligible for admission in the Post-Graduate Course. |
(2) | The University of Board of medical college institution as the case may be, shall constitute and admission committee, which shall supervise the admission procedure. |
(3) | The selection of candidates shall be made strictly on the basis of merit through entrance test comprising of 100 marks. The entrance test paper shall be of objective type questions covering all the subjects of Bachelor of Unani Medicine and Surgery Course, the details of which shall be decided by the admission committee. |
(4) | The admission shall be given on the basis of marks secured in entrance test in the order of merit. |
(5) | *A candidate possessing Post-Graduate Degree in on subject of Unani medicine shall not be allowed admission in any other subject of Unani medicine for Post-Graduate Course. |
(6) | A candidate who has been admitted in any subject of Post-Graduate Degree Course shall not be allowed admission in any other subject of Unani medicine for Post-Graduate Course. |
(7) | In the first year of the Post-Graduate Course, the students shall have to acquire knowledge of applied aspect of fundamentals in Unani |
*Note : The ban shall not apply to Post-Graduate Diploma holders.
10. | Method of training:- There shall be comprehensive training in both theoretical and practical aspects of the subject through lectures, practical, clinical demonstrations, group discussions, seminars and symposiums |
11. | Establishment of Post-Graduate Department:- |
(1) | Post-Graduate Course shall be started only in those medical colleges/institutions where Under-Graduate Course already exist, however, the Central Government may in the interest of developing Indian System of Medicine (UNANI) grant permission under circumstances to start Post-Graduate Course without Under-Graduate Courses. |
(2) | Separate space for Post-Graduate teaching shall be must and other facilities for Post-Graduate teaching shall be made available. |
(3) | A department library shall be provided in all Post-Graduate departments. |
(4) | Each clinical Post-Graduate Department shall have its own laboratory. |
(5) | The department shall have adequate equipment and research facilities required for training in the related specialty and subject. |
(6) | The minimum additional teaching staff required for starting Post-Graduate Course shall be one Reader and one Lecturer of concerned subject, in addition to the teachers stipulated for Under-graduate teaching. |
(7) | In the medical college/institute not have Under-Graduate Courses minimum four teachers i.e. Professor – one, Reader – one, Lecturer –two for clinical Department, one Registrar / Senior Resident for every twenty indoor beds shall be required. |
| In case Professors and Readers are not available, the deficiency shall be made by appointing visiting Professors/Readers/Fellows and filling up the vacant post by Lecturers. |
Note: This provision shall continue for five year from the date of publication of this notification in the official Gazette to tide over the present situation.
12. | Students teacher ratio:- The student teacher – ratio shall be such that the number of Post-Graduate teachers to the number of Post-Graduates student admitted per year be maintained at one is to three (1:3) in case of Professor, one is to two (1:2) in case of Reader and one is to one of Lecturer. |
13. | Stipend and other facilities:- The stipend and other facilities including contingency and tour programme shall be provided at the rates prevailing in the State for other medical Post-Graduate Students and these facilities shall be regarded by the Council as an essential requirement to be invariable provided to Post-Graduate student in Unani medicine. |
14. | Examination and Assessments:- The examination and assessment of Post-Graduate training in Unani medicine shall be based. |
15. | Thesis:- |
(1) | The thesis shall be compulsory for all students and shall embody their own work under the guide or supervisor for the purpose. |
(2) | The guide or supervisor shall be a Professor, Reader, Visiting Professor or a Professor, Reader of Lecturer on contractual appointments in the Post-Graduate departments. |
(3) | The appointment of guide or supervisor for Post-Graduate student shall be strictly on the basis of seniority in the department. |
(4) | A non Post-Graduate teacher, for providing guidance for Doctor of Medicine thesis, shall be required to have five years experience. |
(5) | The thesis duly signed by the supervisor shall be submitted well in advance at least three months before the date of Doctor of Medicine/Master of Surgery (MD/MS) final examination approval of the thesis by examiners shall be a pre-condition for permission to appear in the Doctor of Medicine / Master of Surgery Final examination. |
(6) | Four copies of the thesis shall be submitted to the Department to the Chairman/Head of the Department concerned with certificate from the guide of supervisor and the Chairman/Head of the Department shall forward the same to the concerned authority for evaluation. |
(7) | Every thesis shall be examined/evaluated by three examiners, one external examiner in the subject, one senior most internal examiners, one external examiner in the subject, one senior most internal examiner and the guide or supervisor appointed by the Chairman/Head of the of the Department |
(8) | After approval/recommendation of the thesis by external and internal examiners, the candidate shall be permitted to appear in written practical and viva voce examinations. |
(9) | In case of rejection of thesis by the examiners, another examiner will he appointed for evaluation of thesis for second opinion. |
(10) | In case of rejection of thesis by another examiner also, the candidate shall be given six months to resubmit the thesis. |
(11) | Viva-voce examination on thesis shall be conducted by two examiners (one external and one internal) appointed by the Chairman of Head of the Department). |
16. | Pattern of examinations for post-Graduate Degree Course:- |
(1) | The Post-Graduate Degree Course shall have only two examinations and their pattern shall be in the following manner:- |
(a) | The first year examination shall be conducted on completion of one academic year. |
(b) | There shall be no examination for second academic year due to research work etc. |
(c) | The final examination shall be conducted on completion of the academic year, after passing the first year examination. |
(2) | There shall be a supplementary/second examination after annual examination with in six months of the annual examination. |
(3) | If any student fails to clear of the first year in four consecutive chances his registration shall be deemed to be cancelled. |
17. | Pattern of papers for Post-Graduate Degree Courses:- The pattern of papers for Post-Graduate Degree Courses shall be as specified in the Appendix to those regulations. |
18. | Pattern of Marks:- |
(1) | Each theory paper shall be of 100 maximum marks and three hours duration. |
(2) | Practical and viva-voce examination of each subject of Doctor of Medicine/Master of Surgery first year and third year shall be of maximum marks. |
(3) | Minimum passing marks shall be 50 percent both in theory and practical separately for each subject. |
(4) | There shall be one examiner for theory and two examiners for practical and viva-voce (one external and one internal) in each subject for first year and final year Doctor of Medicine / Master of Surgery (MD/MS) examinations. |
19. | QUALIFICATIONS FOR TEACHING-STAFF:- |
Essential:- |
(a) | Degree in Unani medicine from a University a established by law or a statutory Board/Faculty of Indian Medicine included in Second Schedule of Indian Medicine Central Council Act, 1970. |
(b) | Post-Graduate qualification in concerned discipline from a recognized institution/University established by law. |
(c) | Teaching experience in a recognized institution for ten years and five years for the post of Professor and Reader respectively in the respective disciplines. |
(d) | Teachers who are working in recognized Unani Medical Colleges and appointed prior to 1995 shall be eligible for appointment/promotion for post of Professor, Reader and Lecturer in the respective discipline without Post-Graduate qualification. |
(e) | For appointment/promotion to the post of Professor and Reader in the respective disciplines the non Post-Graduate Lecturer/Reader should have at least thirteen (13) years, and eight (8) years of teaching experience respectively. Provided that this provision shall continue for five years from the date of publication of this notification in official Gazette. |
Desirable:- |
(a) | Post-Graduate teaching experience in the respective discipline. |
(b) | Original published papers/books on the concerned subject. |
(c) | Good knowledge of Arabic/Persian/English. |
Note: In case of non availability of Post-Graduate Degree holder teachers in required specialty of Unani, the Doctor of Medicine in the allied disciplines shall be considered the details of the allied subjects are as follows:-
(a) | Kulliyat/Tashreeh-ul-Badan/Munaf-e-ul-Aza/Ilmul Amraz. |
(b) | Ilmul Advia/Dawasazi. |
(c) | Tahaffuzi wa Samaji Tibb/Ilmul-Sumoom. |
(d) | Moalejat/Amraz-e-Atfal/Ilaj Bit Tadbeer/Amraz-e-Uzan Anaf,Halaq wa Asnan. |
(e) | Jarrahiyat/Amraz-e-Ain. |
Note: This provision shall continue for seven (7) year from the date of publication of this notification in the official Gazette.
